Decision ownership and conflicting-repair matrix
“Exclusive” means one accountable decision owner, not an isolated silo. Implementation may be carried out by another authorized operator. Each row states who owns intent and who must review interfaces.

Resolution procedure
Freeze conflicting writes. Collect the competing expected outcomes, evidence, affected interfaces and rollback costs. R24 selects a coherent proposal or marks the decision BLOCKED. Owners retain their domain-specific acceptance requirements; the integrator cannot erase an unresolved security or truthfulness failure by majority vote.
Record alternatives and why the selected option meets the requirements. Agree one writer/merge owner, the exact artifact version and a test that can falsify the chosen assumption. R25 sequences the approved change; R26 verifies the original contract. An emergency containment route still needs actual authority and a recorded retrospective, not self-granted permission.
Example: a cache change may improve a lab result while serving stale canonical tags or private inquiry responses. R06 owns the optimization proposal, R01 its runtime application, R08 the URL/content contract and R20 privacy. It cannot ship until those interfaces agree and the relevant regressions pass.
